Full Applications

Full applications are applications for Designation, Certification, Developmental Testing and Evaluation (DT&E) Designation, Block Designation, Block Certification, and Designation and Certification.

Applicants can save applications in "Draft" status; however, the application will not be processed until the Department of Homeland Security (DHS) receives the application as "Final." The applicant will receive an email notification every 30, 60, 90, and 120 days of inactivity to remind the applicant to submit the "Draft" application. Once an application has been in "Draft" status for 150 days of inactivity, the applicant receives a final email notification stating that the application is "Inactive." Once the application becomes "Inactive," no further email notifications are sent; however, after 150 days, the applicant can contact the SAFETY Act Help Desk to reinstate the application to "Draft" status. Again, you will have 150 days to submit your application as "Final."

Once the DHS has received a full application, the Office of SAFETY Act Implementation (OSAI) will review the application for completeness. When OSAI determines that the application is complete, the applicant will receive an email notification. Then OSAI will determine if the anti-terrorism technology (ATT) described in the application will receive SAFETY Act protections.

The applicant can view the Completion Notice in the application.

Once the evaluation is finished, the applicant will receive an award decision indicating whether the ATT has been Designated, Certified, or Designated and Certified. Once the award decision is sent, the status of the application is updated to either "Closed" or "Pending Insurance."

Applications do expire; therefore, applicants have the ability to renew their SAFETY Act coverage by submitting an ATT renewal application for their previously awarded application. This ensures that, as an organization improves its products and services, its ATT will remain designated with SAFETY Act protection.

By renewing coverage of their ATT, organizations can ensure that they remain designated or certified as their products and services continue to evolve. However, if a Notice of Modification is pending for an application, a renewal application cannot be submitted for the ATT until the applicant has received a decision concerning the modification.
