Pre-Applications

A Pre-application Consultation is a request to understand how likely an anti-terrorism technology (ATT) is to receive SAFETY Act protections. Submitting a pre-application is optional. An applicant can choose to send a pre-application prior to submitting a full application, or simply submit a full application without sending a pre-application.

Once DHS has received a pre-application, the Office of SAFETY Act Implementation (OSAI) will review the application. At the conclusion of the pre-application evaluation, a pre-application recommendation is sent to the applicant. The pre-application recommendation indicates whether an ATT's chances of having SAFETY Act protections are promising, uncertain, doubtful, or rejected. Once the pre-application recommendation is sent, the status of the application is "Closed."
