Designations

For Designation as a Qualified Anti-Terrorism Technology (QATT), a technology must demonstrate effectiveness during operational testing or through prior use. Designation provides limited liability for third-party claims arising out of the deployment of the QATT with respect to an "Act of Terrorism." The maximum liability is determined by DHS, and the Seller is required to maintain liability insurance at that level. Other protections include immunity from punitive damages. A full Designation normally lasts for 5 years and can be renewed. Any technology deployed during its period of Designation is protected for the lifetime of its deployment.

The Technology is a millimeter wave Advanced Imaging Technology personnel screening system that detects anomalies on a person. The system consists of two flat panels that a person stands between for scanning and a computer and the complete system contains no moving parts. The scanner uses a machine learning algorithm to identify anomalies on a person and highlights the location of the anomalies on a generic avatar. The determination of whether an anomaly is a threat is dependent on the customer’s concept of operations, and outside the scope of the Technology. Hardwire, LLC provides Armor Protective Solutions. The Technology a passive physical shield installed over vulnerable cable bridge components (cables and their anchorage points) to them from a variety of attack methods (e.g., mechanical, thermal, ballistic, explosive).

CakeBoxx Technologies, LLC provides CakeBoxx High Security Containers. The Technology is line of secure two-piece shipping containers consisting of a deck and lid that have no doors. The Technology also includes technical documentation, user manuals, and a warranty.

South Florida Stadium LLC

South Florida Stadium LLC, Miami Dolphins, Ltd., and SFS Events, LLC provide South Florida Stadium LLC Security Program for Hard Rock Stadium. The Technology is the Applicant’s implementation of the National Football League’s (NFL) Best Practices for Stadium Security, resulting in a program comprised of a comprehensive program comprised of threat and vulnerability assessments, security planning, physical and electronic security equipment, tools, emergency planning processes and procedures, and properly trained personnel, and which covers the entire Hard Rock Stadium property, including the seating bowl and suites, gates, loading dock, inner and secondary perimeters, field, locker rooms, areas housing utility and mechanical systems, command center, and parking areas.

Locke Funeral Home, Inc

The Technology is designed to aid in meeting the congressional mandate that 100 percent of cargo placed on passenger airplanes be screened. The Technology falls under a Block Designation Notice BD-19 in accordance with the Transportation Security Administration’s (TSA) Certified Cargo Screening Program at TSA-approved Certified Cargo Screening Facilities.

The Technology is a set of passive perimeter protection products and services designed to protect buildings from fire that may spread at joints between floors and exterior walls and to limit or impede the movement of fire, smoke, and hot gases between floors in high-rise or multi-story buildings.

CEIA USA Ltd. provides OPENGATE. The Technology is a walk-through metal detector for screening people in transit, without divestment of personal belongings or hand-carried bags such as backpacks, purses, and handbags, to detect metallic assembled firearms, large edged weapons, and assembled person-borne improvised explosive devices. The Technology also includes a warranty, training, technical documents, and manuals as part of the delivery process as well as support services and maintenance conducted by the Seller.

K2 Solutions, Inc., provides Single-Purpose Explosive Detection Canine Teams. The Technology is the use of proprietary explosive detection canine teams to locate explosive material or devices in stationary positions, such as unattended bags, trashcans, planters, cargo, vehicles, etc. Teams are deployed to Government and commercial facilities, including arenas, stadiums, amphitheaters, theme parks, airports, and high-profile events. The Technology also includes hiring and vetting of personnel, and policies and procedures used for its deployment.
