Approved Technologies

The SAFETY Act provides two levels of liability protections for approval: Designation and Certification. By obtaining either Designation or Certification, companies obtain a level of legal protection in case their technology is ever put to use during a terrorist attack. See below for a list of approved technology certifications.

Approved: January 15, 2025 | Expires: January 31, 2030

Lion Global Foundation, dba Counterterrorism Education Learning Lab (CELL), provides the Community Awareness Program® (CAP®). The Technology is an interactive, behavior-focused training program taught by trained members of the public safety community, designed in accordance with recommendations from the Information Sharing Environment-Suspicious Activity Reporting (ISE-SAR) Functional Standard v.1.5, the foundation for the Nationwide Suspicious Activity Reporting Initiative, and the Federal Emergency Management Agency (FEMA).


Devils Arena Entertainment LLC

Approved: January 14, 2025 | Expires: January 31, 2028

Devils Arena Entertainment LLC provides the Devils Arena Entertainment LLC Security Program. The Technology is physical security services for the Prudential Center Arena in Newark, New Jersey. The Technology also includes an integrated security program that is composed of physical and electronic security measures, policies, plans, procedures, and personnel structured to detect, deter, prevent, respond to, and mitigate acts of terrorism.


Michael Stapleton Associates, Ltd., d/b/a MSA Security

Approved: January 14, 2025 | Expires: January 31, 2030

Michael Stapleton Associates, Ltd. provides SmartTech® Explosives Detection System. The Technology is a remote system allowing for the transmission of X-ray images to a remotely located bomb technician who provides immediate safety advice for the X-ray machine operator. The Technology also includes the recruitment, hiring, and training of SmartTech® personnel.


Lion Group, Inc.

Approved: January 14, 2025 | Expires: May 31, 2032

Lion Group, Inc. provides Protective Ensembles from Hazardous Materials and CBRN Operations. The Technology is a family of protective suits designed to provide protection for first responders from the results of incidents involving vapor or liquid chemical and biological hazards. The Technology also includes manuals and training materials for each ensemble.


Michael Stapleton Associates, Ltd., d/b/a MSA Security

Approved: January 09, 2025 | Expires: January 31, 2030

Michael Stapleton Associates, Ltd. provides Explosive Detection Canine (“EDC”) Teams. The Technology is single-purpose explosive detection canine teams comprised of one handler and one canine. It is deployed to Government and commercial customers to locate stationary explosives in vehicles, cargo, luggage, and boxes. The Technology includes the recruitment, hiring, and training of the employees providing these services. The Technology does not include deployment of armed security personnel; detection of person-borne explosives or crowd screening where detection is performed through use of a canine following explosive scents to distant or moving targets; actions initiated by the Seller’s clients after an initial canine alert on an object; or, emergency response procedures established by the Seller’s individual clients.


Fortior Solutions, LLC

Approved: January 08, 2025 | Expires: April 20, 2030

Fortior Solutions, LLC provides RAPIDGate® System. The Technology is an identification and access management program consisting of equipment, software, and support services for personnel entering secure facilities. The Technology combined identity assurance, background screening, smart credentials, biometrics, and electronic access control into a program that was purchased on a subscription basis. The Technology also includes training, maintenance, and replacement of the furnished equipment and software (including periodic software updates and upgrades), and customer service and technical support.


Fortior Solutions, LLC

Approved: January 08, 2025 | Expires: April 20, 2030

Fortior Solutions, LLC provides RAPIDGate® System. Evolv Technology

Approved: January 07, 2025 | Expires: January 31, 2028

Evolv Technology provides Evolv eXpedite™ (the “Technology”). The Technology is an automated X-ray screening device to inspect hand-carried bags for concealed firearms, knives, and improvised explosive device (IED) components. The Technology uses artificial intelligence and machine learning (AI/ML) computer vision algorithms for automated threat detection of the X-ray images to identify potential threat items concealed in an individual’s bag or personal items. The Technology is intended for use at entries to access-controlled facilities, such as sports and entertainment venues, schools, hospitals, commercial or government offices, and surface transportation hubs. The Technology includes installation, operator training, software updates, warranty and maintenance services, technical manuals, and documentation.


Leidos, Inc. and Leidos Security Detection & Automation, Inc.

Approved: December 19, 2024 | Expires: May 30, 2030

Leidos, Inc. and Leidos Security Detection & Automation, Inc. provide the B220™ Desktop Trace Detector. The Technology uses non-radioactive ionization and ion mobility spectrometry to detect nanogram quantities of explosives particulate and narcotics. The Technology also includes operator, supervisor, and administrator training as well as user manuals.


Ryder System, Inc.

Approved: December 18, 2024 | Expires: December 31, 2030

Ryder System, Inc. provides the Global Supply Chain Security Program (the Technology). The Technology consists of a set of policies and procedures for the secure delivery of goods being transported into the United States from international locations. The policies, procedures, and implementation of the Technology comply with the United States Customs and Border Protection voluntary Customs Trade Partnership Against Terrorism (CTPAT) program. The Technology adheres to CTPAT minimum security criteria for highway carriers and third-party logistics providers.
